Certified Balloon Artist?

Ok, so, an orker hosting a party tomorrow night requested I do the balloon hats again. (I figured it's the same sort of tacky that goes with tiki, so I'm set for certain neighborhood parties if I get back in time.)
I've been generally very happy with www.balloonhat.com. The fascinating juxtaposition of people all over the globe in balloon hats, (spear, actual as opposed of "modern primitive" body mods, and balloon hat). The MP3s of music made with balloon drums. So I figured their recommendation of Qualatex balloons was spot on. However, it appears that I can't even buy Qualatex balloons unless I'm a registered clown or at least a Certified Balloon Artist. The associated FAQ is disturbingly reminiscent of Amway.
Maybe it's not multi-level marketing, maybe they're just balloon elitists. the secret Balloon cabal. The Balloominati.
Argh.
And trying to come up with a useful search phrase at iParty is... maddening.
